Step-by-Step Instructions
Follow these steps to facilitate this method

    Step 1: Individual Reflection (5 min) - Ask participants to silently consider: "What is your 15 percent? Where do you have discretion and freedom to act? What can you do without more resources or authority?" and write down their ideas.
